The EFAN II proposal
A proposal for an EFAN II was submitted
to the 5th Framework by the deadline 15 March 2000, however, way too
early. The proposal will be resubmitted this fall and therefore no news will be
given this year regarding the future of EFAN.
An outline of the EFAN-II prposal was presented in the previous issue of
EFAN News (EFAN News 2-2000). The
simplified structure of the proposed concerted action consists of three primary
activities related to 1) improving quality in age determinations used for the
assessment of the living resources 2) advancement of the technology used to
analyse age or demonstrate results and 3) improve our understanding of the
accretion processes of the calcified material used for age determination.

The University of the Balearic Islands (UIB) is the only University in
the Balearic Archipelago and houses several faculties, biology is one of
them. The number of alumni for the 2000-2001 period is 18000. The University is located 7.5 km from
Palma, the main city of the island. There is frequent transport by city Bus
No 17 going downtown. The IMEDEA is a
University Institute with two main Units: Natural Resources and
Interdisciplinary Physics. The IMEDEA has two sites, one at the Campus and
another (where Beatriz Morales works) in the small town of Esporles, close to

During the EFAN meetings in Palma,
participants will be staying at the Hotel Sol Bosque. The hotel is located in the central part of Palma and within
walking distance to City University building Sa Riera. However, the participants need to use
transportation to get to the meeting facilities at the University (Approx. 10
min. by bus). Breakfast and dinner will
be served at the hotel. EFAN will cover
the stay at the hotel for the period needed for the meetings.
5. Presentation of EFAN
EFAN will be presented at the 3rd
World Fisheries Congress in Begjing, China this fall. Below you will find the abstract prepared for the paper.
EFAN (European Fish Ageing Network): A cooperative effort to exchange
experience and protocols between European fish institutes

Abstract
There is a discrepancy between
sophisticated research into age determination and biomineralisation processes and
the state of art of routine age reading for fishery assessment. While
sclerochronological research in Europe has progressed tremendously throughout
the past decades, routine age estimation has not adequately kept pace. Often
the quality of age data depends on individual skills and motivation, and in
most cases lacks standardisation, objective control and statistical evaluation.
The quality of input data, such as age data of fish populations, plays a vital
role in the ability to manage fish resources. The need for reliable data is
especially acute in times when stock levels are low and errors in predictions
can have devastating effects on the resources.
In Europe research to improve ageing
methods is often limited to small-scale studies, and thus it has been difficult
to integrate innovations into routine protocols. There has even been a lack of
pilot scale studies and clearly there has been a lack of implementation of
control mechanisms in the age reading process. This was recognised and
addressed by EFAN (FAIR PL.96.1304).
Where has EFAN brought us so far?
·
The openness and transparency of EFAN has brought us an
open, independent and informal network. For the first time age reading problems
have found a common platform in Europe.
·
The quality of the EFAN internet homepage assures efficient
communication between researchers.
·
The quality and frequency of EFAN reports and value of the
databases are already widely appreciated and recognised in national and
regional circles. These databases have clearly fulfilled a previously
unrecognised need, for information integrated at the European level.
·
Improved awareness and sensitivity towards quality of age
reading. It was clear from the beginning that establishing Europe-wide control
mechanisms is a very sensitive issue. Imposing them needs time as well as a
good international working climate, EFAN has undoubtedly achieved far more in
this respect than initially expected.
·
The interdisciplinary approach has brought new perspectives.
EFAN has very successfully bridged the gap between science and application.
However, this has not yet sparked off changes in the routine age reading
processes.
·
Improved awareness that validation is and remains a key
issue, and that assumptions must be evaluated regularly.
·
The network has facilitated joint projects, enabling
progress in improving the quality of data for fishery management, e.g. cod,
sardine, whiting, horse mackerel.
6. Exchange and Mobility Costs
Below you will find the cost of the
previous meetings and the expected cost of the Mallorca meeting in
October. This is the final year of EFAN
an in total there is a rest of EURO 38.000 to support participants at the 5th
EFAN Plenary meeting and Cell Workshops in Mallorca in October 2000.
